BIGBY PARISH COUNCIL 

MINUTES OF THE COUNCIL MEETING HELD ON TUESDAY, 31st OCTOBER 2022

60   Notice convening the meeting.

63    TO RECEIVE A REPORT FROM COUNCILLOR SMITH ON COUNTY COUNCIL MATTERS

a)   The pothole on Smithy Lane has been filled. Still hoping to get to the bottom of the filled in stream and its effect on springs on Smithy Lane

b)   Cllr. Smith noticed a flickering light on Main Street and will report.

64   TO RECEIVE A REPORT FROM COUNCILLOR MORRIS ON  DISTRICT COUNCIL MATTERS   
   
a)   A joint letter from Cllrs. Morris and Smith to be submitted regarding the use of the Melton Ross Re-cycling Centre by residents

b)   The proposed visit by the CEO of WLDC has been rearranged for 2nd February 2023

c)   A new Police Inspector has been appointed to cover the parishes in WLDC

d)   The Central Lincolnshire Plan will be available for inspection by the public from 14th November 2022.

65   Police Matters   

Police reports have been circulated

66   To Receive any Correspondence (for information only).

a)   Email received form SOS North Kelsey regarding the proposed drilling for oil.  A poster for the Noticeboards was attached.  These are now displayed.

b)   The Parish Agreement Scheme for Urban Highway Grass Cutting has been received.  The procedures have been updated to simplify the process.  Signing the agreement confirms that the Council has Public Liability Insurance.  Also the scheme will e a ‘rolling’ one from next year, which should mean that payment of the contribution from LCC should be an easier process.

c)   Request received from the resident of 1 Bigby Green that the piece of verge next to this property is treated for weeds and replanted next Spring

d)   Further to the advertised vacancy, the Parish Council can now co-opt a new member of the council.

e)   WLDC – Everyone Active Survey received.

67   To Receive an Update on any outstanding issues from the clerk.

a)   See agenda item 74 for an update on Bigby Green

68   Public Question Time

There were no members of the public present

69   To Receive any Questions from Members.

Cllr. Francis advised that she had seen an increase in dog fouling as the nights have got darker.  Cllr. Morris advised that he will contact Thomas Rawle of WLDC regarding this issue

70    a) TO RECEIVE AND APPROVE THE MINUTES, AS CIRCULATED, OF THE MEETING HELD ON TUESDAY, 13th SEPTEMBER 2022

It was resolved that the minutes of the meeting held on 13th September, 2022, having been circulated should be taken as read and approved.

b) TO RECEIVE AND APPROVE THE MINUTES, AS CIRCULATED, OF THE MEETING OF THE VILLAGE HALL COMMITTEE HELD ON TUESDAY, 13th OCTOBER 2022

It was resolved that the minutes of the meeting held on 13th October, 2022, having been circulated should be taken as read and approved.

71   ACCOUNTS AND AUDIT 

a)   To Receive the following Financial Report and Approve the Accounts for Payment: as at 18th October 2022 (Documents attached)

It was resolved that the accounts for payment listed above and the Statement of   Accounts be approved.

72    PLANNING APPLICATIONS AND DECISION NOTICES

Members are reminded that applications can be received after the deadline for the publication of the agenda. The clerk will forward any further applications to you before the meeting for your consideration.
      
No planning applications have been received

73    BIGBY SOLAR ENERGY PROJECT

a)   To receive an update from Councillors Wilson and Cowling on the project

Cllr. Cowling advised that as Anthony Turnbull is harvesting at present there has been no further progress with the project.  There will be a further meeting once this is completed.

74    TO RECEIVE A REPORT FROM THE CLERK ON ACTION TAKEN TO ALLEVIATE THE CHAFER GRUB PROBLEM ON BIGBY GREEN AND TO DETERMINE HOW THE GREEN WILL BE DEVELOPED IN THE SPRING, TAKING INTO ACCOUNT RESIDENTS’ SUGGESTIONS, IF ANY.

a)   The Clerk advised that the Green is to be sprayed with weedkiller and then rotovated.  This service will be completed by JB Rural Services in the sum of £300.00 + VAT

b)   The Clerk has also asked JB Rural Services to spray the verge next to i Bigby Green.

c)   The Clerk advised that there had been no suggestions from residents about further development of the Green.

d)   It was resolved that the problem of chafer grubs be monitored across all of the verges in the Parish.  Also, that Bigby Green be re-seeded in the Spring with the planting of 2/3 Rowen trees.

75    TO CONSIDER THE FORMATION OF A GARDENING BEE TO CLEAR THE PLANTERS OF THE SUMMER BEDDING PLANTS AND TO PLANT UP FOR THE AUTUMN / WINTER

The Clerk is to source bulbs for planting, possibly from donations.  All councillors    will be emailed when work is to be done on the beds.
