60    TO CONSIDER APPLICATIONS FOR CO-OPTION TO THE COUNCIL.

61     TO RECEIVE A REPORT FROM COUNCILLOR SMITH ON COUNTY COUNCIL MATTERS

Councillor Smith advised that he had emailed LCC Officers regarding the issues raised at the last meeting concerning gritting and the possibility of a bus shelter for school children.  He is waiting for a response.  Councillors also raised the issue of potholes on Smithy Lane, which has been filled in, but have since appeared again.  The Clerk is to email him the Fix-My-Street reference.

62 TO RECEIVE A REPORT FROM COUNCILLOR MORRIS ON DISTRICT COUNCIL MATTERS 

Councillor Morris advised that: -

a) There is an application for a large Solar Farm, 630 hectares, to be built in West Lindsey

b) The new waste depot for WLDC at Caenby Corner will be opened shortly.  This is a state-of-the-art recycling facility.  As a result, residents are to be issued with a new bin in the new year, which will be for card and paper waste only.

c) The planting of trees to produce a ‘Green Canopy’ for the Queen’s Platinum Jubilee may result in some funds reaching Parish Councils.

d) He is continuing to contact officers and fellow councillors regarding the use of the Melton Ross Recycling Centre, which is sited in NLC.  This is an issue for many of the villages at the easternmost point of WLDC.

e) Ian Knowles, Leader of WLDC, is visiting the Kelsey Ward on Friday, 17th December, 2021 and Cllr. Morris will bring him to Bigby to meet Councillors between 1.00 pm and 1.30 pm.

63 Police Matters

64 To Receive any Correspondence (for information only).

a) Email received from North Lincolnshire Council regarding its Local Plan.  The consultation period lasts from 15th October to 26th November 2021

b) Email received from David Wells, the Barnetby Co-ordinator for the Royal British Legion Poppy Appeal.  He needs someone to sell poppies in Bigby.

65 To Receive an Update on any outstanding issues from the clerk.

a) Signage – See later agenda item

b) Bench – This can be sited on the land immediately to the front of the Village Hall as this is within the boundary.  

c) Waste Bins – The Clerk emailed the WLDC officer with responsibility for bins.  It appears that the bins are now being emptied on a weekly basis.

d) Kettleby Lane – No further news to report

e) Defibrillator – Replacement pads and battery pack have arrived.

f) Bus shelter – Councillors Cowling and Orr and the Clerk spoke to Ben Attridge of LCC Highways when he visited Bigby to look at possible positions for the welcomed sign.

g) Bigby Green Noticeboard – has been repaired and reinstated.

It was resolved that the minutes of the meeting held on 7th September, 2021, having been circulated should be taken as read and approved.

It was resolved that the minutes of the meeting held on 7th September, 2021, having been circulated should be taken as read and approved.

70   PLANNING APPLICATIONS AND DECISION NOTICES

None

71  TO RECEIVE AN UPDATE FROM THE SOLAR ENERGY WORKING PARTY

An update had been circulated by Cllr. C. Wilson in advance of the meeting.  An application has been made for funding for a feasibility study; a response is due after 2nd November 2021. 

72 TO CONSIDER HOLDING THE CHRISTMAS WINDOW EVENT, ONCE AGAIN IN DECEMBER, 2021, AND, TO DETERMINE THE LOGISTICS NECESSARY FOR IT TO TAKE PLACE IN THE CURRENT CLIMATE.

It was resolved that the event should take place on Friday 17th December 2021, following the same format as in 2019, i.e., with mulled wine and mince pies served in the Village Hall.  (As last year, this will be adapted in line with any changes Covid 19 restrictions.)

73  TO CONSIDER QUOTATIONS FOR SIGNAGE WITHIN THE PARISH AND TO DETERMINE THE NUMBER OF SIGNS TO BE PURCHASED.

The Clerk advised that all the permissions have now been granted for the installation of new street and welcome signs.

Three ‘like for like’ quotations were considered.  The prices varied from £1500.00 to £3250.

It was resolved that the contract for the signage be given to Total Signs in the sum of approximately £1500.00.

74  TO CONSIDER THE OFFER OF A 1 TONNE BAG OF GRITTING SALT FROM LCC TO BE USED BY THE PARISH IN THE WINTER MONTHS 

It was resolved that the Parish Council accept the offer of a 1 tonne bag of gritting salt.

75  TO GIVE FURTHER CONSIDERATION TO THE PLANTING OF TREES IN THE PARISH 

It was resolved that the Parish Council should purchase 70 trees to be planted throughout the Parish to support the Queen’s Green Canopy initiative, which commemorates her 70 years of service. A budget of £2000.00 was agreed to be taken from the Community Infrastructure Levy payment.
