MINUTES OF THE MEETING HELD ON TUESDAY, 9th FEBRUARY, 2021

85a) TO CONSIDER APPLICATIONS FOR CO-OPTION TO THE COUNCIL.

It was resolved that Mrs. Jacqui Pinney and Mrs. Natalie Francis be appointed as Parish Councillors

b) TO ASSIGN NEW COUNCILLORS TO VACANCIES ON THE VILLAGE HALL COMMITTEE AND THE PERSONNEL COMMITTEE

It was resolved that Cllr. J. Pinney and Cllr. N. Francis be appointed to the Village Hall committee and that the vacancy on the Personnel Committee be filled at the Annual Meeting.

86  Police Matters

Letter of introduction received from Stephanie Marwood, who is a member of the newly formed Safer Together Team established by the Police and Crime Commissioner. The team aims to engage with communities and partners and be visibly active at a local level.

The regular newsletters have not been received in December and January.

87 To Receive any Correspondence (for information only).

1.   An email has been received from a resident of Pingley Park regarding the speed of traffic on the A1084, street lighting at the junction of the entrance to the development and the A1084, road markings and finally potholes on the A1084.

The Clerk has been in touch with LCC Highways for an update on the speed limit changes which should have taken place in July last year and copied in Cllr. Patricia Bradwell. She has had no response from Highways.

The potholes are in North Lincolnshire. The Clerk has spoken to the clerk for Brigg Town Council to see if there is the possibility of a joint effort to sort out road markings, lighting and potholes at this boundary.

2.   A resident of Smithy Lane has complained about blocked drains, an issue that was highlighted in the recent newsletter.

3.   A detailed email has been received from LCC Highways with an update on the drainage issues in the village: a copy of which is attached to the minutes

1.   Cllr. L. Bishop is working on the refurbishment of the main noticeboard.

2.   Cllr. L. Bishop has been operating the Speed Indicator Device.

It was resolved that the accounts for payment listed above and the Statement of   Accounts be approved.

It was resolved that the Third Quarter Review of the Accounts be accepted.

93  PLANNING APPLICATIONS AND DECISION NOTICES

Members are reminded that applications can be received after the deadline for the publication of the agenda. The clerk will forward any further applications to you before the meeting for your consideration.

Planning Application for removal of existing buildings and structures, and erection of two storey office building and car parking area.  Brigg Garden Centre, Bigby High

Road, Kettleby

It was resolved that no objections be registered for this application

94 TO CONSIDER AND APPROVE THE PAYMENT OF 25 HOURS OF OVERTIME TO THE CLERK FOR WORK DONE ON THE NEW WEBSITE

The Clerk advised that it had taken approximately 28 hours to populate the new website.  She estimates that by the end of the fiscal year, she will have about 25 hours of lieu time and 6.25 hours of holiday to carry forward. Hence, the 25 hours of overtime to be claimed

It was resolved that the Clerk be paid 25 hours of overtime at the usual hourly rate.

95  TO CONSIDER AND APPROVE RECOMMENDATIONS FROM THE WORKING PARTY FOR SIGNAGE WITHIN THE PARISH.

The following recommendations were made:-

1.   Street name signage to be purchased similar to that found in Elsham

2.   Viking Long Boat to be the symbol on either side of the street name

3.   The following street names to be purchased

 

1.   Main Street x 4

2.   Smithy Lane x2

3.   Bigby Green x 2

4.   Kettleby Lane x 1

5.   Village Hall and Orchard x 1

6.   Defibrillator x 1

7.   Orchard sign with a picnic table and arrow - to go under the bar area window

8...Bigby Little Library

9.   Sign for Pingley Vale / Park citing that it is part of Bigby Parish

10.   Large entry signs similar to Redbourne – propose that the sign is green to link in with Lincolnshire  x 2

11.   Sign will read – ‘Welcome to Bigby – A former Viking Settlement’

And will also have a Viking Long Boat symbol

12.   Entranceway signage to be placed on the left hand side of the road if possible

The Clerk advised that this work would cost approximately £4000.00

Cllr. B. Orr, Chairman of the working party, commented that as the signage would last decades this represented good value for money.

Cllr. C. Wilson suggested that thought be given to a further sign to go at the top of Smithy Lane, which could explain the origins of the village and its name.

It was resolved that the Clerk obtain firm costings for the
