BIGBY PARISH COUNCIL 

MINUTES OF THE MEETING HELD ON TUESDAY, 7th SEPTEMBER 2021

44 TO RECEIVE A REPORT FROM COUNCILLOR SMITH ON COUNTY COUNCIL MATTERS

Cllr. Smith had no county council issues to report relating to Bigby.  He was asked about the possibility of a bus shelter for children waiting for school buses and the possibility of the gritter being deployed on Main Street.  He will look into both issues.

45  TO RECEIVE A REPORT FROM COUNCILLOR MORRIS ON DISTRICT COUNCIL MATTERS      

Councillor Morris advised that he would like to get involved in the solar energy project.  He also expressed concern about the effect on Bigby of a proposed fish drying plant in Clixby.(Planning Application – 142952)

48 To Receive an Update on any outstanding issues from the clerk.

a) Signage – The various permissions have been received.  However, a final discussion needs to take place with LCC Highways.  The Clerk has drawn up a comparison of the 3 quotations received, but has a few discrepancies to iron out.  The Chairman and the clerk are to visit Brigg Garcen Centre to look at the work of one of the companies.

b) Bench – This can be sited on the land immediately to the front of the Village Hall as this is within the boundary.  Probably best to contact Highways to complete a structure on the Highway form

c) Chafer grubs – The nematodes have been applied.

d) Waste Bins – Have been installed.  Councillors raised concerns about the frequency of emptying.  The Clerk will speak to the WLDC officer with responsibility for bins/

e) Kettleby Lane – 

f) Defibrillator – Replacement pads and battery pack have been ordered, but, due to a world-wide shortage of parts, these may not arrive until mid October.  Fortunately, the current ones are not out of date until the end of December.  In consultation with the Chairman, the spare defibrillator pads have been ‘lent’ to Grasby as their pads were out of date.  This has been done with the agreement that should the Bigby defibrillator be used, the spare pads and battery pack will be returned.

It was resolved that the minutes of the meeting held on 6th July, 2021, having been circulated should be taken as read and approved.

It was resolved that the accounts for payment listed above and the Statement of   Accounts be approved.

b)  To Undertake a Quarterly Review of the Accounts. (Documents attached)

The Clerk advised that the first quarter review of accounts should have taken place at the July meeting.  However, as the Annual Parish Meeting had taken place that night, this has been delayed until this meeting.  However, the Clerk has provided a review for the first 5 months.

It was resolved that the Review of the Accounts for the first 5 months be accepted.

53 PLANNING APPLICATIONS AND DECISION NOTICES

Members are reminded that applications can be received after the deadline for the publication of the agenda. The clerk will forward any further applications to you before the meeting for your consideration.

Reference: 143624 – Planning application to erect single storey side extension and first floor front extension with carport below.

1 Pingley Park, Kettleby NO OBJECTIONS 

Reference: 142952 – Planning application for the construction of a drying shed for food processing (B2) Manor Farm, Brigg Road, Clixby, Barnetby.

It was resolved that the Parish Council record an objection to this application.  The following was submitted by the Clerk to WLDC

1. As a village in a rural area, residents are well used to agricultural smells that emerge from the farmed fields on a irregular basis. As the crow flies, Bigby is approximately 3.25 miles from the proposed development. On a windy day, the noxious fish smells emitted from the site will undoubtedly reach Bigby. These smells will be released on a regular basis and are not the normal, natural smells associated with rural Lincolnshire. This site is totally in the incorrect place for the process of drying fish.

2. There is concern about the Carbon Footprint involved in transporting the fish from and to Grimsby. (This has been detailed in other online comments and is fully supported by Bigby Parish Council.)

3. Another concern is the increased flow of traffic along the A1084, including access to the proposed development, which are currently located at Clixby bends and after the bends towards Grasby, which is a blind exit from the farm.

4. Furthermore, what is the proposed route from Grimbsy docks to Clixby? Will the lorries come from Grimsby Docks along the A180 to Barnetby Top and then use the unclassified road from Melton Ross to Bigby as a short cut to the A1084? The unclassified road is already used as a rat run with far more traffic moving through Bigby than LCC Highways give credit for. Even if this is not the designated route, it may be used as a detour.

In conclusion, Bigby Parish Council wholeheartedly supports the many online comments expressing concern about this application. These, along with its own concerns, support the view that this site is totally in the incorrect place for the process of drying fish.

54 BIGBY SOLAR ENERGY PROJECT

a) To receive an update from Councillors Wilson and Cowling on the project

Councillors Wilson and Cowling have met with Pete Watmough and Anthony Turnbull to further the project.  Ruth Mulvany of the Midlands Energy Hub has agreed to extend the scope of the feasibility study to include Ground Sources of heat, Hydrogen generation, as well as Solar Energy.  Rob Meadley, a consultant with Brown & Co., is to play an active role in the funding application for the feasibility study.

b) To approve the recommendation from part a) that the Parish Council should be the named body to apply for funding for the feasibility study.

It was resolved that Bigby Parish Council be the named body for the application for funding for the feasibility study

c) To approve the recommendation from part a) that a working party be formed to deal with matters arising from this project and that all matters be reported to the Full Parish Council for decision-making

It was resolved that a Working Party be formed and that it should consist of the following:-

Councillor C. Wilson, Councillor D. Cowling Peter Watmough, Russell Orr, Anthony Turnbull and Rob Meadley

55 TO CONSIDER A REQUEST FOR THE PARISH COUNCIL TO PURCHASE AND PLANT TREES IN THE PARISH.

The Clerk advised that this request had been made by a resident, and was timely given that there is a scheme to ‘Plant a tree for the Jubilee’ to celebrate The Queen’s 70 years of service.

It was resolved that suitable varieties be sourced with associated costs.  Once agreed upon, a number will be made available for residents to plant in their gardens

56 TO CONSIDER THE PROVISION OF A BUS SHELTER AT THE TOP OF BIGBY GREEN TO PROVIDE SHELTER FOR STUDENTS WAITING FOR SCHOOL BUSES

It was resolved that the possibility of a bus shelter and where it could be sited be Investigated.
