March 2022 Minutes Annual Parish Meeting

BIGBY PARISH OF THE ANNUAL PARISH MEETING HELD ON TUESDAY, 22nd MARCH 2022

PRESENT: Councillors – D. Cowling, J. Pinney, W. Pinney, D. Servat, C. Wilson

1. Welcome by the Chairman

Councillor D. Cowling opened the meeting and welcome the parishioners in attendance.

2. To Receive the Minutes of the 2021 Annual Parish Meeting

It was resolved that the minutes of the meeting held on 6th July, 2021, having been circulated should be taken as read and approved.

4. District and County Councillor Reports

Unfortunately, Councillor P. Morris is on Annual Leave.

Cllr. Tom Smith reported that :-

He enjoys coming to the meetings in Bigby and he is keen to progress any issues raised at Parish Council Meetings and, in particular,, the ones raised at the meeting held prior to this one, namely:

• Potholes on Smithy Lane

• Provision of a Bus Shelter

• Issue of streetlighting on the A1084 from the Garden Centre to the Brigg Boundary

5. Chairman’s Report

• Welcome: New Parish Councillors – Dave Servat

• Thanks extended to Councillors Peter Morris and Tom Smith of WLDC and LCC respectively.

• Thanks to: Parish Councillors for their hard work throughout the year.  Particular thanks extended to Cllr. Brenda Orr for her upkeep of the Little Library and Cllr. C. Wilson for his tireless work on the Solar Energy Project

• Precept: same £6500

• Donations: Citizen Advice and Bigby Parochial Church Council

• Receipts: Grant for renewable energy project

• Roads: Blocked drains – continue to lobby for improvements regarding surface water

• ‘Bobs’ Lane access resurfaced

• Drainage issues – continue to raise awareness of blocked sewers

• Continue to lobby re: Smithy Lane Has been placed on Lincs CC list for evaluation

• Public footpath accessibility is being monitored and any problems reported.  Cllr. Servat advised that as a regular dog walker he will also monitor these.

• Environment: Little Library continues to be well used

• Continue to lobby for access to the Melton Ross Refuse facility.  Cllr. Smith advised that in all likelihood access for WLDC residents is going to continue to be denied 

• Orchard maturing nicely.

• New street/village entrance signs now installed

• New litter bins now installed

• New bench outside village hall – been delivered, awaiting installation

• Investigation into possibility of bus shelter being installed

• Village Hall: significant water leak, also has now been redecorated and new gents toilet installed

• Events: Christmas windows

• Platinum jubilee celebrations being planned – trees available to parishio

7. Presentation – Update and Conclusions from the Feasibility Study for the Bigby Community Sustainability Energy Project

The presentation was Councillors Clive Wilson and Deborah Cowling.  They advised that the feasibility study is nearing completion and that they have been very impressed with the work done and the professional attitude of ARUP.  There will be a public meeting in the coming months to deliver the report and its findings.

Councillor Wilson had prepared a Powerpoint Presentation, which is attached to these minutes.
