It was resolved that the minutes of the meeting held on 5th May, 2026 having been circulated should be taken as read and approved.

It was resolved that the accounts for payment listed above and the Statements of Accounts be approved.

The Clerk advised that the additional spending under the Power of Competence budget is incorrect. £95.00 for the maintenance of the defibrillator should be from the equipment budget.
It was resolved that the Review of the Accounts for the first quarter be accepted

30 PLANNING APPLICATIONS AND DECISION NOTICES
Members are reminded that applications can be received after the deadline for the publication of the agenda. The clerk will forward any further applications to you before the meeting for your consideration.
a) Reference WL/2026/00252: Outline planning application to erect 18no. dwellings with all matters reserved. Land Off Main Street, Bigby

31 TO RECEIVE A REPORT FROM COUNCILLOR BEAN ON COUNTY COUNCIL MATTERS
Cllr. Bean advised that he is now a Lincoln City Councillor.
As discussed at the previous meeting, he met with Cllr. Mair to discuss the lighting at the junction of Pingley Park and the A1084. It was established that this is a matter for NLC Highways and Cllr. Mair is in discussion with this authority.
32 TO RECEIVE A REPORT FROM COUNCILLOR MORRIS ON DISTRICT COUNCIL MATTERS
Cllr. Morris advised that WLDC is still waiting a decision on the Local Government Review and the possible purchase of Scampton RAF Base.
33 TRAINING
The Clerk provided some basic training on the roles of the Council, Councillor, the Chair and the Clerk.
She advised that LALC provide more in-depth training via a Zoom training course. If anyone would like to take book a place, the next available session is 17th September, 18.00 to 21.00. The cost is £40.00 per councillor.
34 TO CONSIDER THE OFFER OF ORCHARD TREE FROM LINCOLNSHIRE COUNTY COUNCIL'S LINCWOODS PROJECT, IN PARTNERSHIP WITH THE WOODLAND TRUST.
To proceed with this offer, the Clerk needs to provide a map of the proposed orchard planting area. Once the map is received, a site visit lasting about 45 minutes will be arranged.
It was resolved that the Clerk provide a map of Bigby Green as a possible location for orchard trees and that a site visit from the Woodland Trust be arranged. However, the Council is mindful to consult Bigby residents before committing to the project.

35 TO DETERMINE FURTHER METHODS OF ADVERTISING THE POSITION OF CLERK
The Clerk advised that there have been no applications received to date. She has extended the deadline to 31st August, 2026.
The neighbouring Local Council Association, ERNLLCA, will also advertise the role for the sum of £20.00 +VAT. This would require the use of an application form – a pro forma is available from NALC.
Alternatively / Additionally the position can be advertised via LALC on the LCC website, Indeed, LALC Facebook, LALC LinkedIn until closing date for a fee of £80.00. The fee is payable again if re-advertised.
It was resolved that the position be advertised with ERNLLCA and possibly Indeed and the Government website.
