77 Police Matters
There was a Zoom Meeting planned for this evening. The invitation stated that ‘This is an opportunity for all parish councils within the district to be represented by a Councillor or similar and come together with the Chief Inspector and Superintendent for the area, to present an overview of policing of Lincoln & West Lindsey area. The meeting will again have the Police and Crime Commissioner in attendance, and the Neighbourhood Policing Inspector. Taking the feedback into consideration we will give more time for Questions to be asked so there will be greater opportunity for Parishes to raise questions and again we will include local updates.’
The Clerk declined the invitation due to this meeting. However, the Zoom meeting was subsequentially cancelled
78 To Receive any Correspondence (for information only).
Email received from a resident of Smithy Lane expressing concern about the parking of vehicles on the pavement. This action is blocking the pavement for prams and wheelchairs.
A member of the council will have an informal, friendly word with the owner of the vehicle.
79 To Receive the Clerk’s Report and Update on any outstanding issues.
a) The bag of gritting salt will be delivered on Monday 20th January, 2025
b) There being no further demands on next year’s budget, the budget requirements set in November, 2024, will be submitted to WLDC.
c) Smithy Lane – pipes, gullies, connections and the outfall have been jet washed on 8 November 2024

It was resolved that the minutes of the meeting held on 12th November, 2024 having been circulated should be taken as read and approved.

It was resolved that the accounts for payment listed above and the Statement of Accounts be approved.

84 PLANNING APPLICATIONS AND DECISION NOTICES
Members are reminded that applications can be received after the deadline for the
publication of the agenda. The clerk will forward any further applications to you before
the meeting for your consideration.
PLANNING REFERENCE: PL/0104/23 CATEGORY A
Development: for a southern extension to the consented Kettleby Quarry, retention of the
existing haul road, bagging plant and mineral processing plant and restoration of the
extension area to nature conservation interest including grassland, reedbeds and
waterbodies. Location: Kettleby Quarry, Brigg Road, Kettleby.
Follow up report
Following a query regarding the progress of this application at the November meeting, the
Clerk contacted Cllr. Tom Smith, LCC, to ask him to provide an update on this
application. He reported that LCC Planning Department have gone back to the applicant
to get some more information on how they intend to restore the site should they get
permission. They expect to have this information shortly, but probably not in time for the
January Planning Committee Meeting. The expectation is that it will go to February
Planning Committee.
Cllr. C. Wilson reminded the meeting that the ESG, (Environmental, Social and
Governance), and UN SDG, (United Nations Sustainable, Development Goals), Liaison
Group still needs to be set up and developed to monitor and provide comments on
applications such as this.
Cllr. P. Morris, WLDC, has volunteered to get a list of all businesses from WLDC.
The Clerk is to chase.

COUNCIL MATTERS

86 TO RECEIVE A REPORT FROM COUNCILLOR SMITH ON COUNTY
COUNCIL MATTERS
Cllr. Smith advised that he will follow up Fix My Street report on potholes and he would
like to be informed of any shoddy workmanship on road maintenance.
87 TO CONSIDER A POSSIBLE VILLAGE EVENT TO COMMEMORATE THE
80th ANNIVERSARY OF THE END OF WW2.
The Clerk advised that according to the latest information she has found, there is to be a national event, ‘Lighting of the Lamp Lights of Peace’ on 8th May at 9.30 pm.
Cllr Wilson also mooted the idea of making contact with a German village of a similar size to Bigby to jointly mark ‘Peace’
